The Central California Environmental Justice Network (CCEJN) announces the launch of its Weather Resilience program, an initiative supported by GoFundMe.org. This program aims to provide weather-resilient solutions to low-income households in the San Joaquin Valley, particularly in communities impacted by poor water quality, high outdoor air pollution, and extreme heat.
We are seeking qualified contractors to handle and install point-of-use reverse osmosis (RO) water filtration systems in phase I, and heat-pump mini-split cooling HVAC systems in phase II. Interested parties are invited to submit their qualifications and quotes in accordance with the requirements detailed below.

Requirements
Point-of-Use Reverse Osmosis (RO) Water Filtration Systems: We anticipate an approximate number of 40-50 systems to be installed in the first year depending on funding.
- Installation of point-of-use reverse osmosis water filtration systems for residential homes, mobile homes, and single-story apartments.
- Include a detailed quote per unit installed, encompassing all costs for supplies and labor, including travel if applicable.
- Ensure systems meet California, county and local ordinances as appropriate and applicable.
Cooling Systems: Handling and installation of ductless heat pump mini-split cooling systems for residential homes, mobile homes, and apartments. We anticipate an approximate number of 40-50 systems to be installed in the first year depending on funding.
- Include a detailed quote per unit installed by dwelling type, encompassing all costs for supplies and labor, including travel if applicable.
- Ensure systems meet energy efficiency standards and are suitable for homes with elderly residents, young children, or individuals with health conditions.
Quote Details
Detailed itemized quote per unit (or type of household) installed for either water filtration or ductless heat pump mini-split HVAC systems.
Should the contractor be qualified to install both (water systems and HVAC), they may submit a combined proposal. Nonetheless, quotes and costs must be identified separately and per unit or dwelling.
- Breakdown of costs for supplies, labor, and any additional charges. Include liability insurance or bond coverage details.
- Include applicable contractor’s licenses and city/county business licenses. Provide a description and procedures for internal quality control systems. Provide a proposed project completion schedule.

Qualifications
- Demonstrate experience with similar projects, particularly those involving low-income households.
- Provide examples of projects showcasing multilingual competencies in outreach and installation.
- Include references from past projects.
- Diversity: Women-owned, minority-owned, Native American-owned, LGBTQIA+ owned, and veteran-owned businesses are encouraged to apply.
Quality, Troubleshooting and Support:
Include a quality control plan to ensure optimal system installation and function. Outline your process for troubleshooting installation deficiencies.
Provide information on after-installation support and installation warranties.

Evaluation Criteria:

- Quality of troubleshooting and support plans.
